Latvia-Lithuania-Estonia joint stamp issue : 25th anniversary of the Baltic Assembly

Émission commune Lettonie-Lituanie-Estonie : 25 ans de l'Assemblée balte

Après l'éclatement de l'URSS, les 3 républiques baltes (Lituanie, Lettonie, Estonie) déclarent à nouveau leur indépendance en 1990.
L'Assemblée balte, une organisation visant à favoriser la coopération entre ces 3 pays, est officiellement créée le 8 novembre 1991.
En tant qu'organe de coordination et de conseil, cette assemblée (composée de 60 membres, 20 par pays) a le droit de s'exprimer sous forme de résolutions, de décisions, de déclarations et de recommandations transmises aux parlements nationaux et aux gouvernements des 3 pays.
Le siège de cette assemblée est situé à Riga et la Lettonie assume la présidence en 2016.
After the break-up of USSR, the three Baltic republics (Lithuania, Latvia, Estonia) declared, for a 2nd time, their independence in 1990.
The Baltic Assembly, an organization that promotes intergovernmental cooperation between the three countries, was officially established on November 8, 1991.
As a coordinating and advisory body, this Assembly has the right to express its views in the form of resolutions, decisions, declarations and recommendations to the national parliaments and governments of the 3 countries.
The headquarters of this Assembly are located in Riga and Latvia holds its presidency in 2016.


Les 3 pays baltes émettent régulièrement des émissions communes, la dernière était consacrée au 25ème anniversaire de la Voie Balte en 2014.
Le 8 novembre 2016, les administrations des 3 pays ont mis en circulation une nouvelle émission commune (sous forme de timbre + bloc-feuillet) pour commémorer le 25ème anniversaire de cette Assemblée balte.
Un grand merci Vera pour cette jolie lettre (l'enveloppe utilisée pour les FDC, tirage : 2500) affranchie avec la version lettone de ce joli bloc-feuillet commun (tirage : 20000, imprimé en France par Cartor Security Printing), envoyée de Riga le 25 novembre 2016 !
Conçu par l'artiste estonien Indreks Illvess, ce timbre (1,39€) représente l'emblème de cette assemblée ainsi que les drapeaux des 3 pays (avec au centre, le drapeau du pays émetteur).
Les marges de ce bloc-feuillet évoquent les contours des 3 pays, avec des galets dans le fond (sans doute une allusion à la mer Baltique) dont certains aux couleurs de leurs drapeaux respectifs.
The 3 Baltic countries are regularly issuing joint stamps, the last one was devoted to the 25th anniversary of the Baltic Way in 2014.
On November 8, 2016, the administrations of the three countries put into circulation a new joint issue (in the form of a stamp + a souvenir sheet) commemorating the 25th anniversary of this Baltic Assembly.

Designed by Estonian artist Indreks Illvess, that stamp (€ 1.39) features the emblem of this Assembly as well as the flags of the 3 countries (with the flag of the issuing country in the center).
The margins of this souvenir sheet evoke the contours of the 3 countries, with pebbles in the background (probably an allusion to the Baltic Sea), some with the colors of their respective flags.
